HEALTH RULES AND REGULATIONS    


All animals admitted to (show or fair) shall be identified by a unique and permanent ear tag, tattoo, brand or records of unique physical attributes. Animals known to be infected with or exposed to any contagious, infectious or external parasitic disease, and animals restricted by quarantine may not be assembled for show purposes.

All animals admitted to (show or fair) must comply with applicable state (7 PA Code) or federal (9CFR) rules.

Animals presented for exhibition will be subject to inspection by show officials and will be rejected if evidence of infectious, contagious or parasitic disease is apparent or if health certification or identification documentation is not acceptable.

All Show animals should be held in isolation for at least 30 days after return to the herd of origin.

IMPORTANT:  ALL HEALTH PAPERS MUST BE CHECKED BEFORE UNLOADING

Be sure to use only grooming products that are approved for use on meat and dairy animals when fitting your animals for show. Unapproved products may contain ingredients that result in unacceptable residues in the meat or milk. If you are not certain that a product is residue safe and approved for use on meat or dairy animals, DO NOT USE IT!

***IMPORTANT***

If upon slaughter, treatment with drugs, biologics or any chemical from fitting products, is the cause of contamination of a carcass and any other damages will be borne by the exhibitor.

 

Dairy & Beef Cattle         Horses          Swine          Sheep      Goats       Rabbits 

DAIRY AND BEEF CATTLE

"Animal Owner or Caretaker's Verification of Veterinarian-Client-Patient Relationship"
 form MUST be presented upon arrival including out of state entries for livestock and rabbit exhibitors.

HEALTH CERTIFICATION

* No animal showing evidence of contagious, infectious, or external parasitic disease shall be allowed entrance into the show.
* All animals must be accompanied by an approved Health Certificate and bear unique permanent identification
* The base date for computing health rules will be the opening day of the show. Animals will not be admitted without the necessary health papers. Health certificate must be available at all times as additional inspections of Health Certificates will be made.
* ALL CATTLE MUST HAVE AN OFFICIAL EAR TAG OR BREED REGISTRATION TATTOO.

PENNSYLVANIA CATTLE

  No Tuberculosis test is required
No Brucellosis test is required

VACCINATION REQUIREMENT

*

All cattle must be accompanied by a health certificate, signed by an accredited veterinarian, that includes a statement that the animal(s) identified have been immunized against IBR, PT3, and BVD.
* Animals that have never been vaccinated against BVD or have not been vaccinated against BVD during the previous 12 months, must receive one dose of modified live virus vaccine given at least 15 days, and not more than 180 days before the show, or two doses of killed vaccine, two to four weeks apart, with the last dose given at least 15 days and not more than 180 days before the show.
* Animals that have been vaccinated against BVD within the previous 12 months must receive at least a single injection of modified live virus or killed vaccine given not less that 15 days and not more than 180 days before the show.
* IMPORTANT!  The date of the virus vaccination , OR the dates of the last two killed virus vaccinations must be recorded on the Health Certificate.
* Hyperimmune serum may not be used as a substitute for the above vaccination requirement. No animals will be admitted to the Waterford Fair unless these requirements have been met

OUT OF STATE CATTLE

  An interstate health certificate recording the required tests and stating the animals have not been exposed to any infectious, contagious, or parasitic disease shall be signed by an accredited veterinarian approved by the State Veterinarian of the state of origin and forwarded to the Pennsylvania Bureau of Animal Health and Diagnostic Services.
  TUBERCULOSIS REQUIREMENTS
  1.  A Tuberculosis test is required
  BRUCELLOSIS REQUIREMENTS
  1.  No test is required for animals originating from states classified as Brucellosis Free
  2.  Animals originating from Class A, B, or C states should call (717) 783-9550 for current interstate brucellosis test requirements.

HORSES

"Animal Owner or Caretaker's Verification of Veterinarian-Client-Patient Relationship"
 form MUST be presented upon arrival including out of state entries for livestock and rabbit exhibitors.

* No horse showing evidence of infections, contagious or parasitic disease will be admitted to the show.
* NEW RULE!  Equine Infections Anemia (EIA) -- All horses must be official ELISA or AGID (Coggins) test negative within one year of admission to the show. The negative test report must accompany the horse. The negative test must have been conducted within 12 months of the opening date of the show.
* The negative test report must be issued to the current owner of all horses, including pulling teams, and must include and accurate description of the horse including age, color and sex, plus any other reliable identification such as tattoos, distinctive marks, etc.
* Solid color animals must be identified by some method of unique identification such as a lip tattoo, brand or at least two distinct markings.
* Horses should be immunized to prevent contagious respiratory disease not less that 15 days before the show.  Exhibitors are advised to consult their veterinarian regarding proper conditioning and vaccination of their animals at least 30 days prior to the show.
* PA 4-H Horse & Pony Rules require that all horses and ponies entered in 4-H horse shows must be vaccinated against rabies at least one month, but not more that 12 months, before the opening date of the show (re-vaccination is required each year). Exhibitors can present a statement signed and dated by an accredited veterinarian stating that the animal was vaccinated. Proof of vaccination may appear on the Health Certificate.

SWINE

"Animal Owner or Caretaker's Verification of Veterinarian-Client-Patient Relationship"
 form MUST be presented upon arrival including out of state entries for livestock and rabbit exhibitors.

* An official health certificate (AAI-13), signed by an accredited veterinarian must accompany all swine. It must state that the animal(s) show no signs of contagious or infectious diseases. The certificate must be issued within 30 days of the opening date of the show and list all animals
  PENNSYLVANIA SWINE
  No Brucellosis test required
  OUT OF STATE SWINE
* Brucellosis Requirement - All breeding swine over six (6) months of age must be negative to a brucellosis test within 30 days of opening date of show or originate from a validated brucellosis free swine herd.
* Pseudorabies - All breeding swine must be negative to a USDA approved pseudorabies test conducted within 30 days of arrival at the show OR be a member of a Qualified Pseudorabies Negative Herd. The Qualified Psuedorabies Negative Herd number and the date of the last quarterly or monthly herd test must be on the Certificate of Veterinary Inspection. 
* CERTIFICATE OF VETERINARY INSPECTION MUST SHOW THIS STATEMENT:
"HERD OF ORIGIN HAS SHOWN NO EVIDENCE OF PSEUDORABIES WITHIN THE LAST 12 TWELVE MONTHS"

SHEEP

"Animal Owner or Caretaker's Verification of Veterinarian-Client-Patient Relationship"
 form MUST be presented upon arrival including out of state entries for livestock and rabbit exhibitors.

HEALTH RULES AND REGULATIONS--To qualify, all animals must be free of any evidence of transmissible disease, including external parasites, sore mouth, and foot rot, and be clearly identified on an official health certificate of the state of origin. The health certificate must be prepared by an accredited veterinarian within 30 days (Pennsylvania flocks, 90 days) of the opening date of the show. A copy of the health certificate must accompany the sheep to the show and be available for inspection at all times during the show as additional inspections of sheep health certificates will be made.
a. Identification--Purebred animals must be identified by registry name and number, corresponding to the ear tag or tattoo number. Grade animals must be identified by farm-flock number, corresponding to the ear tag or tattoo number.
b. Flock Inspection--Flocks must be examined within thirty (30) days (Pennsylvania flocks, 90 days) of the opening date of the show. The veterinarian who has examined the entries and the flocks from which they come must certify on the health certificate that he has found no evidence of transmissible disease and to the best of his knowledge, no exposure thereto, and are not subject to any quarantine restrictions.
c. IMPORTANT RULE--Certification by the owner and an accredited veterinarian that the identified animal(s) is (are not) known to have been exposed to scrapie.
d. Dipping--Not required of Sheep entries from officially recognized Scabies free areas; all other Sheep must be dipped in an officially permitted solution within 10 days of the opening date of the show.
e. Shipping Fever Complex--It is recommended that all sheep, except those consigned to immediate slaughter, be properly immunized before shipment to
f. ALL SHEEP EXCEPT WETHERS MUST BEAR AN OFFICIAL USDA/APHIS EAR TAG TO BE EXHIBITED AT THE SHOW. SHEEP FROM FLOCKS ON THE VOLUNTARY SCRAPIE PROGRAM MUST BEAR THE OFFICIAL EAR TAG, TATTOO OR ELECTRONIC EAR IMPLANT

4H MILKING DAIRY GOATS

"Animal Owner or Caretaker's Verification of Veterinarian-Client-Patient Relationship"
 form MUST be presented upon arrival including out of state entries for livestock and rabbit exhibitors.

ALL GOATS EXCEPT WETHERS MUST BEAR AN OFFICIAL U.S.D.A./A.P.H.I.S. EAR TAG TO BE EXHIBITED AT THE SHOW. THE ONLY EXCEPTIONS ARE THOSE GOATS THAT HAVE A REGISTRATION TATTOO AND HAVE BEEN CODED WITH A PREMISE ID NUMBER.

1. No current intrastate goat movement laws for exhibition.
2. A current year Certificate of Veterinary Inspection dated March 1st or later is required
3. All drug and vaccine label directions should be followed, included but not limited to milk and slaughter withdrawal periods.
4. Open to 4H Members only. Must have official scrapie tag or ID.
5. Market goats must be sold at sale.  Market goats must be castrated and dehorned by the date animal is weighed.
6. Decisions made by officials are final and not appealable.

RABBITS

 form MUST be presented upon arrival including out of state entries for livestock and rabbit exhibitors.

1. Rabbits will be screened on arrival for health and show condition. No rabbits showing signs of contagious or infectious disease will be admitted to the show.
2. Department superintendents have the final judgment in resolving any dispute.
